Legalization is an administrative act whereby validity is given to a foreign public document, which accredits the identity and authority of the signatory.

The information relating to the legalization process must be provided by the university where the studies were completed, the competent authority or the consular services of the country of origin of the documents. Thus, it is a procedure that must be carried out in the country where the documents were issued.

The necessary procedures for legalization –and, therefore, for these documents to be valid in Spain– vary according to the country issuing the documents (university degree and personal academic certificate), depending on whether there is an applicable international agreement:

- Member States of the European Union, signatories of the agreement on the European Economic Area and signatories of the bilateral agreement with the European Union.

- Countries that have signed the Hague Convention of 5 October 1961.

- Countries that have signed the Andrés Bello Agreement (Bolivia, Colombia, Cuba, Chile, Ecuador, Spain, Panama, Paraguay, Peru and Venezuela) and other countries.
